If you build a car that's light enough, fast enough, and has enough surface area to its wheels , it will be able to travel on the surface of water. Take this one, for example:


It looks to be a Slash 4x4 built by Traxxas, which is built to be waterproof and is fully customizable. According to Autoblog, all you need to turn a Slash into a water-friendly hydroplaning beast are paddle tires intended for sand, Traxxas' optional high-speed gearing, and a Power Cell 3s LiPo battery.
Hopefully, someone customizes an RC Weinermobile to match its specs.
